If your build works so much,why don't you follow it strictly? I see you go 4/11 and 3/6 as Pantheon.
Some other things. The guy you quoted, he was being chill. Just wants to help, wasn't screaming or anything and avoided downvoting.
Sure, a Chalice is great for solving mana issues. But when you rush that, do you honestly expect to harass freely? You draw minion aggro if he hides behind his minions. And what if your combo doesn't shake an enemy? Someone who started boots, could keep chasing you and attacking. You don't gain any AD from Chalice, and top mainly is about AD champions, making your Magic Resist usually useless. I can't reccomend Chalice on Pantheon, and especially can't like the idea of rushing it.
The guide's way too short and doesn't provide a whole lot of information.

I am not going to downvote or upvote yet because I want togive some CnC first:

1) Black Cleaver < Last Whisper = Last Whisper is better.
2) Level up Q first for better harass in lane.
3) Greater Seal of Attack Speed? I am going to guess this is solo top because that is what he excels at. If it is solo top, Greater Seal of Armor and Greater Glyph of Scaling Magic Resist are way better options.
4) Take out your Greater Quintessence of Desolation and get Greater Quintessence of Attack Damage.
5) You are relatively slow, grab boots.
6) Get more BBCODE. I recommend you check out this guide for more information on making a guide.
7) Your item build is a bit wonky. Show your purchases until your item after your boots, then condense them.

dude chill if you play him that way I DONT CARE all i know is that whenever i follow what i showed you i always win and am fed. So you can have your opinion but people really like the builds I have done so there you go no thanks on the advice

I'm not going to vote but you've built him totally wrong.

He a bruiser not an ad carry. Chalice isn't really needed, you can conserve your mana pretty easily. And if you really need the mana regen get mana regen blues. If you spend the money on damage instead your going to be better off.

Attack speed runes are awful on Panth, try Armour yellows as you go solo top normally against an ad. Also get ArPen reds, you deal so much more damage that way because if you buy the Brutilizer the armour pen stacks. It's great on Panth, try it.

Black cleaver is also very poor on Panth as you don't melee people before using you skills, Last Whisper is better.

Get Weapon Expertise for your masteries, an extra 10% armour pen is nearly essential to keep up the damage.

Heal/Ignite is also pretty bad, try to always have at least Ghost or Flash to get away from ganks or chase kills etc. Ghost/Exhaust is what I normally run.

The most important thing though is that you don't have any boots -.-
