However, I would love to suggest some tweaks to the runes, masteries and starting ability:
RUNES:
The general argument about runes is that their purpose is to carry you through the early-game as they become more and more obsolete in comparison to the stats given by your items.
Thus I suggest the use of attack speed Marks and Quints.
It's 100% reliable where as crit is not. It is the only reliable stat that synergize with his passive which is key for early game domination.
MASTERIES:

STARTING ABILITY:
Edit note: I realized that while the math does favor the Q in terms of single target damage it depends entirely on whether you plan to push a lane and gain a minion advantage or leverage (vs Riven for example) to freeze the lane or if you need mobility vs Jax, Garen or Darius.
On rank 1 his E deals 70 damage minimum. It would take roughly 14 Swings even with full Attack speed runes to do that damage with your Q (+5 dmg/auto hit times 14 = 70 dmg). With an attack speed of 0.8 hits/second it would take 17 seconds to get even with the E damage but the E CD is only 13 seconds.
If we add the loss of health into the equation:
70 dmg/13 seconds VS 70dmg/17 seconds differs by 4 seconds.
The Q needs to get a 23,5% boost to compete with the E damage.
5dmg needs to increase by 1,175 damage which is gained at less than 95% remaing health
