Rod of Ages is a waste of mana. TF almost never needs the mana, because if he does and doesn't need to Recall, he can just spam Blue Card on Jungle creeps.

Skill Ordering seems a bit odd too.
If you don't focus on any particular skill, that denies you any sort of hard harass, and leads to an overall weak game because Wild Cards loses its edge late-game, and this isn't an AD build.
