Should get hybrid pen runes, health + armor seals combination instead of just flat armor. Banshee's is way too early, I think most lulu get Lich Bane second to athene's, 21/0/9 is better for the , guide is a huge pile of text.

I doubt building that early. You need at least three damage items beforehand and even then it's rather situational/ last item pickup. In your skill sequence you max at level eight - correct would be level nine.
You have only chapters with content about game stages. You could expand the content by talking about matchups and synergies. To make everyting looking a bit more appealing you should take a look at BBCoding which allows you use icons (like [icon=Lulu size=xx] -> ) and include pictures by strucuring everything with the help of columns etc..
