Flash is absolutely essential for Alistar. It's the best skill to position himself with.
You also need some sort of mana regeneration. With those runes, masteries, and a Doran's Shield start, you'll run out of mana in lane in no time.
Take increased experienced gain over Expanded Mind. It's just not worth it.
