I apologise. I was in error and hope you can forgive me.
What you need to add are:
-Masteries, Runes, Items, Match-ups, Synergies Chapter etc.
- Sorcerer's Shoes is also worth mentioning though :3
- greater mark of hybrid penetration is better IMO, it'll help you last hit and maybe AA harassing your enemy
-Maybe add "Situational Items" at cheatsheet? :3
-I think you should max Tectonic Disruption last, its cooldown are very long and Plasma Fission do more damage and has lower cooldown, so I think you should max Plasma Fission second.
-Add some icons to your guide to make it look more better :p

No need to finish Liandry's Torment before your second big item (Rabadon, Rylai's or Hourglass). The Void Staff is too early on the build, at the time you have it there won't yet be enough MRes on the enemy team to justify it. Void staff is usually between 4th and 6th item.
I find your finished build items perfectly reasonable. If you want, you may recommend alternatives such as Guardian Angel, Athene's Unholy Grail if the person thinks they run out of mana too fast and wants more CDR (they shouldn't but depends on playstyles/amount of spamming midgame) or even Archangel's Staff which velk can easily fill and provides a nice shield.
If you wanna take this guide further, you may look for someone to help you more with coding or even help you with some graphism stuff (banners, chapter dividers, etc)
Basically, that's a nice way of saying that you should learn how to play the game.
Let's put it this way; aggressive entrances only get you so far. If I discover unwillingness to listen I'll be the first to jump the "You're ****ing trash" train. But yes, ShadowWalker - albeit reasonable - still has a lot of game concepts to learn.
I agree there are things you must learn or experience and it shows, however I commend that you're open to reasonable critique and I do hope you grow to be an amazing player ;)

About what he said: I didn't notice you weren't maxing anything at level 9 or 13. This is important because of the power spike it gives you on that skill. Also, although I get the refference of hybrid pen marks and I know they were used as an example, don't take them on vel'koz since they're mostly useful for midlaners who use auto-attacks as well as AP in their kits (think Fizz W, Orianna passive, Swain E, Ziggs passive, etc.)

why are you even on this website? if you're just going to call everyone stupid and ******ed for not doing things your way. Seriously, an administrator should ban you from the website or something. you're just being a flat out **** at this point.
A few things. First of all, you said that I needed a tampon. If I need a tampon, then I'm not a ****, am I? Think it through.
As to why am I on the website - been a user long before you, been reviewing guides long before you came along. Became a Scout long before you even JOINED this site. Your guide ain't up to scratch, for all the reasons I listed in my first post.
Take this to heart - you don't know how to play the game, much less write a guide about it.
Take what I said in the second post - you don't max abilities by level 9 or 13, which are basic concepts to understand in this game. What's more, you don't understand how to rune a champion properly, nor do you even have the runes you specify in your guide - SO HOW DID YOU KNOW THEY WORK? (Answer: You don't). Incidentally, Scaling AP Seals are trash. These should be armor or mana regen - preferably armor. Scaling AP Marks are also trash - stick with Magic Penetration or go full Hybrid Penetration.
Masteries are trash because you went 22 points into offence and STILL didn't get the point in Havoc which is one of the major reasons you spec 21 points into anything. You also missed Runic Affinity in the Utility tree.
Falseo may have been nice about it, but what he said to basically amounts to the same thing. Runes are wrong, masteries are wrong and items are wrong. He didn't mention anything about skill maxing, but ask anybody who's decent at the game - they'll tell you the same thing - in 99% of cases, you max an ability by level 9, a second by 13, then your ultimate at 16 and your final ability at 18. In short, EVERYTHING is wrong.
I'm not here to be nice to you. I'm here to tell you that your guide sucks and you should learn how to play the game.I don't know what to tell you. When you've literally ****ed everything up, everything I'd say is basically writing the guide for you, which I just don't feel like doing.
