i agree with most of the thing said here ... but if he's building Spirit of the Ancient Golem + Relentless tenacity will cap 40% on the slow and 35% for taunt snare etc etc
My idea on masteries : think on switch to full Durability + Veteran's Scars instead of full Perseverance ( the mastery not garen's passive) and Relentless . It should help more in late game.
Remember Mercury Threads also provide MR, and Swiftness boots only reduce slows, and not to say there aren't a lot of options that offer MR on every champ.
That's just my opinion, I hope it helps anyways
Although I haven't tried your guide, I'd like to think that if you are a tank, Mercury Threads tend to be a better option since you're going to be on front line.
On a side note, I find "Tank" champions to be those that have CC, health and Armor/MR, I consider the rest Off-tanks, but that's just my point of view.
Also making a note on runes, I'd really prefer getting 9x Flat Armor Yellows since you're the "Tank" on the team, and any extra resistance is always good, if you still want the AS, just change the 9x Reds from AD to AS, those extra 8.5 AD ain't that good if you're jungle and also it helps you proc W faster, on Quints it personal choice whether AD or ArmPen, I'd go ArmPen since late game it's likely to have Armor, also it helps you with your 3rd strike W and with your Cleaver.
Also I'd say having a 21/9 combination on masteries is better, whether it's on defense or utility.
Those are just my opinions on trying to help you think of choices better, also you should say what items are CORE and which ones are situational, since no game is always the same.
