@Saxtuss yes this build have 39% CDR (LoL limit 40% CDR) but more CDRs of the 1% = large reduction in attack, speed, movement.
Max CDR is 40%, it's hard-capped at that point. With Lucidity Boots, Zephyr and TBC, you have 15, 10, 10 CDR... That's 35%. With your Masteries, you have another 4%, aka hitting 39%.
So if you want to claim you have max CDR, you are false. Completely and stupidly wrong.
I play Vi, Teemo and Cho'Gath and have good result.
