SUMMONNER SPELLS
Zilean is like all the other supports and should take "flash" + "exhaust".
The alternative is to take "flash" + "ignite" but in this case you must make sure you will play super safe with your adc until you have your ultimate.
DO NEVER USE YOUR EXHAUST TO SLOW ENNEMI CHAMPS IN ORDER TO DOUBLE BOMB, YOU HAVE YOUR "E" FOR THAT

ITEMS
"Eye of the Watchers" is an obvious choice on Zilean as he is a mage.
"Remnant of the Ascended" is also possible on Zilean but, although it will grant him a slightly easier laning phase as he will not have to over-extend to damage ennemy champions or turrets in order to gain gold, I believe that "Eye of the Watchers" has better stats for Zilean.
I, personnally take "Tear of the Goddess" early because Zilean is VERY manavore in early game. An alternative is to take "Luden's Echo" before "Void Staff". However you will have to manage your bombs carefully in lane and only use them if it's to double stun or to kill.
"Mobility boots" are better because your "e" is not only for you so if you cast it on an ally, you want to still be able to have a decent speed.
REMINDER : Don't forget to buy control wards !

A lot of Zilean players prefer upgrading Zilean's W before his E ... but I don't.
For me Zilean's power lies in his E because he can decrease or increase an ennemy's or an ally's speed of 99% (at lv.5) and you want to reach this power spike as quickly as possible.
In addition, if you upgrade your W first, you will have to be more precise at landing your double bomb because your E only decreases an ennemy's spead by 40% at lv.1 (that isn't alot).
If you can't double bomb very well, cast your E before you double bomb, it should be easier.
IF YOU HAVE THE CHOICE BETWEEN YOU AND AN ALLY ULT THE ALLY(IF HE ISN'T FEEDING OF COURSE)

Why do I go Sorcery and Domination :
Sorcery
- I think that Sorcery is a must have for all mage supports.
- For me, "Summon Aery" is better than "Arcane Comet" because your e can shield your allies
- I choose "The Ultimate Hat" and "Transcendence" because you need to get a very low cooldown on your ult to be even more effective
- I choose "Gathering Storm" because it's a "safe path" to late game
Domination (Secondary Tree)
I personally think that you should take Domination because "Ultimate Hunter" is OP on Zilean
