
These fractals? Oh, I just used the "Hue and Saturation" option to turn them blue. I messed around with the settings and the layer options to lighten a few areas. I hope this helped ^^

In gimp, at least, hue/saturation changes the overall family of colors in an image while preserving the difference between them (meaning it's still more than one color). To make an something the same color all over, you need to use colorize.

Ctrl+u in CS6 (what I use) changes the image info for the layer only (meaning you'd need to duplicate your layer before adjusting it) rather than creating a whole adjustment layer. Unless masked, the adjustment layer will of course effect everything under it.
(I don't know the technical terms for any of this.)
What nameless is describing - colorize - should also be in the same menu as ctrl+u.
And no offense intended, but I think it's better if interested persons "learn photoshop" in general rather than "follow a tutorial on deviantart to learn how to overlay the same 10 fractals on a signature [in photoshop]"...
