It's not just about black and white. Noir is a genre of film. As Jeffy already said it involves "contrast, drama, sex, cigarettes, hot women, and fast cars. Betrayals and crime".

Well...it looks pale green and black instead of black and white for one. I'm not sure exactly what you did for the filter, but you should put a black layer over the top of the entire signature and set it to "color".
As for the render: It doesn't look like something from a classic noir at all.

Are two films within the last ~5-10 years that are considered noir. Additionally a film like V For Vendetta has similar noir undertones.
-Casablanca
-The Maltese Falcon
Are 2 films considered classic noir.
If you look at Nameless' or my entry you see an old-timey feel. It's not simply Black and white. As the title suggests.
TL;DR
Gangsters, gals, guns, cigarettes, sex, betrayal, shadow, drama, contrast, mystery. ALL running themes in any Noir film/book.
