A guide is about explaining all you mention in the Cheat Sheet (Why these items, runes, masteries, summoner spells and ability sequence?) and furthermore stuff like Gameplay, Pros and Cons and maybe matchups. Just take a look at other guides with a top rating and you'll see that they contain mostly more than ten chapters or so.

Lacking a LOT of information. Might want to explain why AP Miss Fortune works. How she should be played in comparison to AD MF. Strengths, weaknesses. Her role in teamfights. Etc, etc.
The primary difference between a build and a guide is the character count. You need 5000 characters in order for it to be considered a guide.

2. What is the difference between a full guide and a build only? Like is there a specific chapter/word limit that you need to exceed to make your build a guide?
