I'm by no means a pro with Sivir. I'm just throwing some ideas out there.
Go with 9/0/21 masteries for more damage with BB and some nice utility.
Runes should be:
ArP marks
MP5 or dodge seals
MP5/lvl or maybe MR glyphs
AD quints. Because BB deals magic damage and ArP doesn't affect it. AD does however.
As for items I recommend at least one
Hextech Gunblade. Her BB will get loads of damage and lifesteal because of the spell vamp. The active is also pretty awesome.
After that I'm not sure what items to get.

Wriggles is definitely not worth the slot that it takes up. Fill that spot with more damage, lifesteal, or defense. And as I have been finding out recently, Banshee's veil is pretty much a must have.
