While I do agree that Leona needs those tank items, early game even a dorans shield with her W active allows her a push/harass with her lane partner pretty easily with enough hp5 to recoup a little harass if the enemy champs dont back off. Walk up, let eclipse burst, if the enemy champs didnt back off they are now marked and your ranged pops those sunlights for added damage. You've also weakened the entire wave of minions for your carry to easily last hit.
This allows for some good lane pressure and helps prevent her from being easily zoned. Later in levels though her damage does become significant. She can and will kill AD or AP carries with little they can do to stop her or escape besides a flash all while completely tank specced.
She can lock down an enemy over 50% of the time should she need to all while providing that pulsing aoe damage+sunfire damage+position disruption etc. I've easily dealt 220k+ damage in games with Leona, that is hardly insignificant for a tank imo.
Her base stats are low agreed, but they do scale nicely and even better than say amumu for instance.

I've had some really bad luck with laning partners when playing Leona...I'll have to spend more time working on her, but I don't know if I will ever really warm up to her.
I find it often helps to explain your passive to your laning partner, alot of people dont know about it with her being so knew. When they work with you to get the activations it really increases your lanes damage output early game. It's often the difference between first blood and a slim escape for the enemy.
