Make a lot of comments on other people's guides showing your knowledge, other people are more willing to look at your guide for you if you're friends with them or a big part of the community. Posting topics like this also helps (mind you only 1 per guide). There are a couple of review services around that will get you some views. If you're high elo, verifying your elo will help you get views as well.

If you are convinced your guide is really good, ask for reviews in review shops. They read your guide, give useful feedback and if your guide is indeed good enough, they'll add an upvote. Eventually your guide will rise to the top, more people watch it and the happy circle continues :)
