For me still the best option would be:
When creating a game, you should be able to filter who you will get as random.
For example noone with more than 5 leaves.
Other than that you should be able to see how many reports a person got and able to filter that.
And all in all you should see how many ppl is ignoring that player.

hopefully through the lack of communicatioin between judges, the randomization of cases picked and the like, it will not be abused, or be very tough to abuse
