It's not 'His range is short.'
Jayce is half melee, and while that doesn't matter much early on, late game if you don't build damage you are severely handicapping your team, while if you build only damage + 1 survivability item once you go hammer form you get 1 shotted and become useless.
It's only really works imo as a kill lane.

Jayce has same range as sivir maybe she should also go top. She could be burst caster like jayce.
used to be able to much better in S2, but he's now easily countered by other ADCs.
