Her Q costs LESS mana, her E gives MORE mana, and her W is CHEAPER when she needs it to be.
It was a 100% buff to support soraka AND ap solo soraka.
Sivir gets pooped on by graves+soraka.

And, to bring this a little bit closer to being back on topic, Soraka/Graves could probably just hard engage Vayne/Nunu at level 1 and kill Vayne, considering their resistances. Vayne has a lot of ways to escape, but basically no other way to respond to Graves's early game burst.
