I preferably use 
Ahri for her for laning fase. Poke with Orb of Deception and save Charm for her ulti.
Fizz is great against her in laning fase too. He can be somewhat passive until level 3 and then he can do some sick burst against her. When you both reach level 6 then you save Playful / Trickster for her ulti and then burst her down.

Any stun/cc, especially if they go this stupid Tankarina **** i see more often. For laning phase...i never lost against a Kat yet if i play Ahri against her, but then again i dont play Mid 24/7 so when i can play Mid i pick Ahri most of the time and fought against a Kat maybe 4 or 5 times
Learn to Diana and Master her and you'll **** on Katarina in lane 100-0.
Also the best way to find the weaknesses of a champ is to play that champ. Me too I had trouble with Katarina but now she's one of my mains and I know when she wins and when she loses, and I tell you, a good Diana will eat the **** out of her.

Just don't let her get kills. He main threat is not ultimate but the ability to chain her abilities from kills or assist. So stay alive, she is dead before stuff go on cd!
