you need minimum 50 (40 for kennen?) energy to cast a skill, having an extra 15 on top of 200 won't make a difference.

This is just for the flat energy runes I think (which I agree, they're pretty much useless). I did get the energy regen per level runes for kennen and akali for me, and I don't regret it actually, even though they were VERY expensive.
