I'd say, he is like Poppy, Katarina or Maokai - none of them are bad Champs. But to make them better than other "standard" choices you need to either build a team around them or use them as a counter pick.
Barely any CC on enemy team? --> Katarina
Only 2 real Damage dealers in enemy team? (as in, Amumu Jungle, Singed top, Support bot enemies) --> Poppy (Nuke one Damage dealer away ^^)
??! + ? --> Maokai
??? + Trundle --> Heimerdinger
That is definitely not true for Maokai. Maokai is a great pick whether in jungle or lane. He fits any team comp pretty well.
Poppy works okay in most team comps, only one drawback: you have to tweak your team comp a bit.
