You have to burst him.
He gets free health.
He's one of the best laners in the game because of how versatility he can be built, and how varied his playstyle can be.
If he runes against you, and itemizes against you early, you pretty much can't beat Cho'Gath in lane as long as you aren't a ranged AD like caitlyn or something (He can kill those guys if he runes right though too, it's just really annoying.)
As Jarvan/Irelia/Panth he pretty much just ignores any harass.
I would highly suggest going with Renekton, as an agressive start of doran's blade should be able to burst him down to almost no health.
Cho'gath can ALWAYS counter build you however.
Every resist and health basic item in the game builds into something he can effectively use.
Tri lane for life.
As a solo top Cho'Gath player myself, I can tell you that it's pretty easy to counter almost anything that's thrown out me.
Your best bet is to attempt to last hit, and let him push up to your turret because of his AoE autoattacks.
Be sure that you NEVER let him hit you with rupture, as it'll lead to his full combo (Rupture-->Feral Scream-->Feast-->AA+Ignite).

Nasus is a good pick vs Cho. Cho really can't do much to deny Nasus farm other than pushing to the turret and a good Nasus can get most if not all of the minions. Then its just a matter of getting your Q farmed enough to be able to hit him hard and hit him fast.

I don't really try to beat Cho 1v1 I try to out farm cho and get his tower down.

Normally, the goal isnt exactly to try to get a tower down, to do that you have to push your lane, if you push your lane their jungler gets a free kill if your not careful. If you really want a tower down just play nasus. AFK farm early game until your Q hits like a brick. Towers will go down instantly when you farm up after awhile. The way i beat Cho'gath normally in lane is to go overaggressive with something like Udyr who can block some hits with turtle and yet still wreck with tiger if cho moves out too far. You can punish him by hitting tiger into his face when he comes to last hit and still not push your lane. If your interested in pushing lanes while still being somewhat safe i would recommend AP sion. His shield can easily wipe out mage minions and keep chogath away from farm due to being easy harass. his stun will let him get out of tight situations but still be careful due to its long cooldown and it only hits 1 person (during ganks). Normally if a cho pushes my lane i will be happy and call for ganks saying "free kill" in my teamchat. It equals free firstblood for me or my jungler setting cho really far behind. This is what happened to a cho'gath on my team who insisted he wasnt pushing his lane EVEN though he was all the way at nasus's turret with 6 deaths. I enjoy when people push my lane. If im a higher level ex. Udyr with a higher level of turtle, ill keep their mage minions from hitting my turret and vice versa by spamming turtle stance right before range. This way their lane is pushed 100% of the time and their last hits are much harder and i can call for jungle ganks anytime.

Aggression beats cho. Don't let him passively farm and sustain from his passive. Make him work for every single last hit. Make him use abilities to last hit creeps because he is so afraid of you. When his abilities are hitting creeps they aren't hitting jyou. Being a huge pain in the *** is the best way to beat a cho top.
