OP just play your best champs. It is better to play someone you know that is probably unsuitable for the team rather than play a champ that you don't know but your team needs it.
Whether or not you should forget about that account is up to you. You can make another account, reach to level 30 and play ranked again. But what happens if your skill level is actually true to that level? You are just wasting time. It is better to keep playing on that account and improve. There's always season 3.
