No worries, I was about to do this myself.
If you disagree, please don't hesitate to say so (as long as you're not downright trolling =P). I don't think many of these points are controversial, but please, this should many people listing possible improvements, not just me!
Thanks for reading =)

Even while I agree with you, that Riot needs a shift somehow, I couldnt think of anything that would be more off.
1) Those spotlights of the old champs are sth Riot decided to do more for themselves, maybe also to make the respectively champs more attractive, but they sure could anticipate the effectiveness of such a thing regarding their sales figures.
2) You cant just "switch" from content implementing to customer support...
You have to get the personal to do so/ rethink your whole management and those guys that are meant to create content dont vanish nor can they start working on customer supppourt just like that.
3) You dont seem to grasp the idea of those champ releases:
They are THE only thing that keeps a higher mass of ppl at bay to play LoL permamently, sth they have to look forward to as to say. Take that and many ppl will be dissapointed with the stagnant content of a Moba (even if this shouldnt be crucial at all)
4) I dunno how you even get to that point:
Riot arent the guys to help ppl play better. I dont even want that... o.0.
They created the game, they manage it and do some goodys for the community (champ spotlight/fan corner etc) but they dont operate a babysitter-service, therefore things like MobaFire exist...
5) Phreak (Riot overall) isnt a "pro" player so to say, he only demonstrates the new champs and their capabilties to make them look interesting for customers of sort.
(Srsly, even while hes one of Riot's guys his builts fail to grasp the idea behind the champ sometimes...)
6) Even if MobaFire was "THE one and only" LoL fan site, it's still nothing more than a fan site.
If Riot wanted to implement a build/guide section they would host one themself.
The only thing I'd concur is the fact that all champs should be reviewed and reworked if necessary instead of letting most of them rot competetive unplayable just to add one more on the "character variety".

Phreak actually is a damn good player, I think he was around 2k Elo at some point. Not sure what rating he is now.
Edit: Checked and he is currently 1775 Elo.

I thought that he stopped playing for some time
Reviewing all champions could be a good idea. Its something that will happen now though

You have some good ideas here. Eventually there will be some creative burn out I think.
And yeah..
Lux's Shield is kinda "Meh", deff not worth building around. Even though they say shes support, I don't play her that way.

So much to reply to. Let's see:
@LaCorpse thank you. Lux's shield? Personally, I think it's all but useless, and definitely needs a buff. They could do this by buffing
Prismatic Barrier in exchange for nerfing her laser a bit a bit - a 24 second cooldown at max CDR is insane. I also find her innate a bit useless late game - being both a squishy and a huge output with credible CC, you're focused right away - you shouldn't be getting in close enough for auto attacks. You should stay protected behind tankier people, but your shield should be able to help, instead of staying untouched.
@Darcurse you raise some interesting points, things I'd never thought of myself. True, they do makes spotlights to make new champions seem more attractive - but why not do the same for the old ones? And I'm not saying they switch angles - I'm saying they expand. More and more people are joining LoL each day - they'll need a favorable impression if they're to ever purchase RP, and RiotGames could definitely improve their accessibility. I realize now that halting champion releases could hurt their revenues - which is why I've changed my stance for RiotGames to expand, not shift.
Because I believe that if they were to do so, their revenues would become higher than ever. Because, as the fanbase continually shows, they've created something larger than themselves. They make money because people purchase Riot Points - but it's not like it's not worth it to those people. They're willing to exchange their cash for in-game content, so in some way, everybody wins! And this would only be magnified - more people would join LoL, more people would purchase RP!
Babysitting? No, I'm implying integration - it's not like it's this giant pop-up you can't close. It's for people who haven't discovered sites like MobaFire - instead of remaining clueless and creating your own guide, you can view other, more refined guides made by more experienced players. If you dislike this, create your own guide and be done with it! And while I'm sure their are other websites out there, MobaFire (among other websites, I'm sure) seems so refined that it'd be a shame to simply have it overshadowed by a RiotGames creation.
Honestly, I'm sorry if this sounded disrespectful, and I might not have captured all your points, but I don't agree with you on many counts. I'm sure you feel the same towards mine, so let's just agree to disagree. I'm glad your opinions are here, and have helped me refine my own.
@Chaotic Bliss my navigational skills are simply abysmal, and while I will search, I don't believe I've encountered the forums before. Would you mind posting the link?
THANK YOU!!! To everyone, for reading this, and posting your feedback. I don't have much to say about Phreak - he's an excellent player, and some of the things he does in his spotlights are simply amazing. He even first blooded a pro - though admittedly one forced to play a support.

Putting efforts elsewhere. Honestly, I don't believe they need to make a new champion every 2 weeks. Yes, it brings back money, but I people are buying RP every day, and improvements now will really help in the long run. When a person's deciding if they should install LoL, and is trying it out at a friends house - which could lead to wanting new champions, hence purchasing RP, hence giving RiotGames more money - they're looking at the access - how smoothly it runs, how easy it is for new players, how helpful it is. I believe their videos shouldn't just be Phreak and Nikasaurus making videos weekly. They should have a team willing to help them out. I believe the old Champion Spotlights need to be updated, every champion reviewed, and the spotlights to be featured in the character descriptions. The loading screens shouldn't be there - I believe you should be able to discuss pregame strategy, or observe how Phreak and his crew build the champion you're about to play. They should replace the recommended items with Phreak`s items, and should also have recommended skill sequences too.
I think each each champion should be reviewed (yes, I know I'm asking for a lot, but this is ideal, not realistic), and from there edited. Some skills (Lux's
I think that websites should be integrated. MobaFire is an amazing, dedicated website for LoL, and many players haven't heard about it. Riot should change this by mixing MobaFire in - guides would be much more viewed, giving motivation to improve them, and do so much more effectively, by receiving much more feedback. While I don't know the website very well, my impression is that it lets you record your LoL games http://www.leaguereplays.com/ (thanks to jhoijhoi for this).
Honestly, I have a thousand and one more ideas, but unfortunately, I don't have that time. I plan to update this regularly, and ask you to please contribute your thoughts as well - my goal is for RiotGames to see this, and it shouldn't just be my needs they're reading about - it should be everyone's.
