Extremely big difference,especially if u had no runes.

It's almost impossible to win a lane assuming both of you are equally skilled and plays the same champ.

You need more coordination with your team, one mia less may give away a lane.

While masteries and runes are never something to shake a stick at, League of Legends is a game based on skill and team work. A level five summoner can still have the skills to work their way to victory against a team of level thirties, even with the disadvantage of lower stats.

This, not agreeing much.
I seem to find people whining or raging before losing at early levels.
Most of the time after 30 people seem more casual with one *** or two from time to time.
At least I don't see someone yelling noob or feeder too often.

However brushing your own skills are needed or you'll feel miserable for yourself =/

W/L does count, regardless of the level
I've heard that in an Asian server, a 15lv player(elite player with new account, I guess) met one of the best elo player (top 5 or something) in a normal game. The 15lv guy asked riot how could it be, and the reply is 'according to our record, your W/L has reached 70%. It is way too high therefore the system put you into that normal game'.

If your W/L is high enough in your pre30, you will meet some 30lv players in Normal game, or even the top players. If your w/l (the hidden normal game elo) is just so-so, you may open your window to 30lv players only when you reach 30lv.

You still have your hidden normal elo, so that your normal games wont be messed up with players that are 2 good.
