it won't proc the full 10% on the first skill used, but it will on any skills used after (provided the target is still slowed)...or at least that was my impression.

Liandry's is simply very strong when you already have built in slows. Rylai's has become an unfavored item IMO, too expensive not enough benefit for the investment. Pairing the items is even worse, you need more AP/stronger items mid game. Liandrys+Death cap or Hourglass>Rylai's+Liandry's.
edit: Liadry's does increased damage when targets are "already impaired" so the initial slow won't give bonus damage (unless it's Lux's slow I think because it slows them before you "pop" it.) So it will proc additional damage, after the target is slowed.

I don't really likw building rylai's with liandrys.
You can normally rely on your team to have some form of CC (if it doesn't, it cant be a serious comp... right?). The likes of Vlad, for example, i tend to not build rylais unless i need to be absorbing damage. I much prefer zhonyas. I can rely on my team (leona, mid caster cc) to cause liandrys passive to amplify.
If not, i just afk farm and win anyway >.>

Honestly, it really depends on the champion. the Rylai's + Liandry's combo is decent on AP bruisers with high AP ratios...I wouldn't generally build it on an average AP carry though.
I would suspect that liandry's would proc first before rylais. Im pretty sure in the case of a champion like anivia, liandry's bonus does not proc on her initial spell that slow, but however subsequent spells do.

I think these items work best with
Vladimir. Since you normally get
Rylai's Crystal Scepter with him and
Liandry's Torment for
Vladimir is also viable. This is also very strong for
Mordekaiser.
