Depends. Normally I'd recommend:
21-8-1, focusing on AP, CDR, Improved Summoner Spells, Armor and HP.
Armor/MPen Marks, Armor Seals, MR/lvl Glyphs, gp10/MS/AP Quints
Exhaust + Flash
Faerie Charm, Philo Stone, MPen boots, Shurelya, Aegis, Zhonya, Deathcap
Other items that are okay: WotA, Abyssal, Void, Morello's, DFG, RoA (if you are 100 % roflstomping, and you can buy it before 20 mins)
Don't forget to buy wards all the time.

Well I've had my success with 21-8-1 but 1-8-21 can certainly work too, even 1-21-8 could be an option. Not my personal favorite though ^^
Item order depends on how the game goes imo, if things go bad get aegis and shurelya first, if things go well zhonya is your item :)

Morgana support is very good, depending on the situation. Just don't forget to max your e second.
Play her really like a support. Don't expect to get kills, just try to land bindings and shield your carry at the right time. And that ult. That ult is what makes Morgana...Morgana, even if you're a support, you need to use it well.
Also, in the non-traditionnal support category, I really like Zyra. Kinda like Morgana, you get a binding, but also a slow, and a great AoE stun ult. And, you get great bush control with your seeds.
