Nerf Rammus in Dominion?

But, if you add them up, thats ~200% + x flat movespeed? why should it sum up to 11k from 300 ? Logically it should be ~1000-1200 at max? Even if you add flat movespeed first and every percent number in sequence. (for example: 320 base+ boots + 5 PD (15%+15%..)+ Zil+...) Or are there 2-3 champs who just double your current mspeed?
