well except that nasus' cc increases the longer it lasts.
as for runegorger that was way before hexdrinker came out, back when there was the supposed eve rework.
anyway, with the reduction now on silence and blind, it seems that after suppression knock up and knock back are the best ccs, because they can't be reduced.

There's one scenario where it might be useful.
Consider how useful Philo Stone is on a lot of tanks and even offtanks - this could make Philo Stone+Ninja Tabi actually viable. With Nimbleness, you basically have that permanent 10% speed boost in fights while still having CC reduction from Miracle and having the early game advantage that Philo Stone gives you.
I don't know, it's just theorycraft - but I'd go so far as to say that the reason people used HoG much more than Philo Stone and still use HoG a lot more is because HoG actually turns into a good tank item while almost nobody uses Reverie. Philo may be able to match up to the nerfed HoG, so who knows?
In summary: Eleisa's Miracle+Ninja Tabi+Nimbleness may become viable on some tanking sets.

The only question is whether or not Mercury's treads keeps its move speed, because I didn't see that in the video, but if it does then it will still reign supreme and the other items will pretty much never be used.
