Yeah I think that is it, I think I recall a Rioter saying that it's based on the average for that champion.

So if you happen to main mid lane Sona you'd probably regularly get pretty high grades. :^)

To be clear I was just poking for fun. You've racked up a some great scores with Hec while on your way to Diamond on that account, so it must be annoying as hell not to be able to getting the highest rating possible.
