2 - There are no nerfs planned yet as far as I know. However, he might get nerfed (again), depends on how AD Carries are picked, played and their scores now that Ezreal was nerfed;
3 - There were many changes mentioned, like new masteries, new jungle and possibly runes. You may wait if you want.
There's no real reason to wait to buy new champions unless you want something with amazing new season competitive/ranked scores, but that will force you to wait more. As for runes, not too sure, I think I'd buy them anyway if I think they're 100% staple :P
