I typically build my yi as lifesteal yi, this item is really going to help him out. The build will look like this at the end:

Phantom Dancer
Infinity Edge
Wriggle's Lantern to be replaced with revenous hydra lategame if it gets that far

Would be extremely over powered if his ultimate refreshed his energy as well as his cooldowns, if it didn't though, he'd be worhtless.
^ That only applies to AP Yi. It would make AD Yi stronger, even if his energy didn't refresh. AP Yi would be worthless though, because what's the point in having a spell resetting cooldown if you can't use it after it's off of cooldown. It may as well still be on cooldown.
