I've done some roaming with Talon, but I find he's only effective with Static armor/mres runes and movement speed quints to be able to forego needing those ****TY lvl-3 movement boots(Hate those with a burning passion), and get Lucidity Boots instead.
Leave top at lvl 4 after harassing the **** out of the lane and return in plain sight, then go gank the other lanes if possible (some people in solo queue just don't know how to play with a jungler, let alone a roamer).
Most games I roam in I end with a good positive score, better then I have when I'm solo top as talon.
I do wish people would be more familiar with multiple kinds of meta's, so they can swing whichever way they want and need to counter certain compositions.
