No, you guys are all wrong. What determines the amount of elo you gain and lose is due to riot's new system implemented called "badass points".

If you go AD veigar and win, you get badass points. If you feed the hell out of your lane and still win, you get bonus badass points. Furthermore, if you exercise these tactics and lose, you will lose less elo per loss. Hotshot and all them other high elo guys are abusing badass points to gain elo. Now go out there and earn some badass points!
