Not really honestly its preseason its best time to do it. But yes everyone will have learn game again. I give it a week or less and there will be best builds known for champs already like adc's not sure if its still ie and pd or what.
Actually most of it was QoL...Building the same items on the same champions will still be efficient. It's just now there is a wider variety of options IF you want to diversify.
The HUD changes are nice too and while a bit more confusing to new users, are easy to adjust to.
The balance will be off for awhile, but it will eventually even out.

1.73 changes.. or that are being test
Tentative Changes for 1.73
Here is a list of changes I'm exploring for 1.73. It'll be updated as numbers are fleshed out and feedback comes in.
Tear of the Goddess and upgrades get faster-charging Dominion-specific versions.
Rod of Ages charges in 7 minutes.
Slight tweaks to global penetration auras (will depend on your feedback).
20% increased energy regeneration (from 10/s to 12/s).
33% rage generation (5 to 6.7 per attack, 10 to 13.3 per crit/kill).
Minion MR lowered, but replaced with some AoE resistance (numbers TBD).
