The 10% total armor and magic resistance buff is a huge buff to, you know it,
Taric.
Shatter is just so OP with it.

- Taric gains more Armor
- Shatter aura increases
- This increases Taric's armor
- Shatter aura increases (and so on until it no longer matters)
- Shatter aura applies to the teammate, the teammate recives 10%/30% increased effect of it
- 100 armor aura anyone?

Also, if all comes together, 2000 armor

I don't think that anyone that has a fear isn't a jungler. Or at least is better in the jungle than elsewhere.
Nocturne, Hecarim, Fiddlesticks and Shaco.
Not a huge buff to Noct really, but it'll help him stay on targets he feared if he misses

Slayer/Devourer massively buffed, 40(+stacks), which can get even 2 stacks with kills seems a bit strong.
Good old SotAG back, but without CDR (meh, just get
Magus with Magic Penetration, I already see a Mummy running around crying everyone to death.
