strength of spirit(mastery) change

[/quote] Actually 9/0/21 ryze has exactly 40% @ level 5 [[Overload]] + [[Frozen Heart]]. I get 38.1%, and i use 0/21/9 but i play ryze as a tanky top laner, as opposed to a middle lane AP carry.[/quote]
