This whole change thing started in july already or even further back.
And now it's affecting so many champs while Riot's not explaining anything:

Also, another 8 splash arts are found to have changes too, namely Warwick, Kayle, Kennen, Brand, Nami, Cho'Gath, Draven and Blitzcrank. What's changed is the details of the splash.
-Warwick has been changed into a weirder version
-Kayle has blood red wings
-Kennen's background became completely blue
-Brand's right hand had no fire out of it
-Nami has blood red eyes
-Cho'Gath, similar to warwick, has a different splash
-Draven's had a blue sky and broken axe
-Blitzcrank has a broken right hand
According to some rioter he doesn't know what's going on either. Inb4 rito trollin' again
EDIT 1: I missed out quite a few champions.
-Lucian is now facing the left
-Alistar has some weird wind/swipe in front of him
-Janna's has a black tint to the wind
-Jayce has a blue sky too
-Graves has changes in details of the splash art, random wooden debris added and table behind him moved
-Anivia has different splash art
-Caitlyn has a thick smoke on her right
-Gangplank has smoke in the direction his gun is at
-Zac has altered background
