Sounds to me like you need ignite. Great summoner spells for mages, because of that exact same situation.

Ignite, or just farm hard that you get item faster than your opponent so your damage output are over his HP.

For Veigar and Annie the Flash + Ignite combo works really well (as for most AP carries), so I guess using those SS would really help.
