This is not true at all, he is a very strong laner and as long lane presence due to his lifesteal. Playstyle would determine your effectiveness, not whether or not you are jungling.

But he's such a fantastic jungler and such a great ganker coming out of the jungle that you're wasting a lot by not jungling with him. He can counter-jungle and has one of the fastest and most reliable neutral creep clears in the game. He leaves the jungle at very high health and can take multiple possible starting routes, meaning that it's hard for your opponents to predict where you are at any given time.
So I wouldn't say that you're playing Warwick ineffectively as a laner - I'd say that you're wasting his potential.
