He's pretty good against leona and thresh although he demands more skill to perform well. Im also surprised to see so many recently but don't think it's gonna last, all Alistars I faced/saw got reck'ed (although one of them honored me for ****ery. True story.)
Alistar is my 4th pick as support behind Leona, Annie and Thresh. When those 3 are banned or picked, Alistar is my go-to. I think he's always been strong, but in lieu of all the other all-in potentials from the aforementioned three, he's just been over-shadowed. It's like LevasK said - when you make a mistake on him, it's far more punishable on him and if you play the sustain game with him, he runs oom pretty quickly, since he heals for ****.
But his counter-engages are deadly. As long as he has ultimate up, you can't really stunlock him and he's especially deadly when everyone is in Pulverize range to stun him.
I don't know about AP Alistar though. Saw one toplane yesterday and I must say, I wasn't impressed. Then again, that guy was like Bronze or something, so I can't use that to judge.

AP Alistar has the potential to be a midgame beast that wrecks carries with Q+W+auto, but he falls flat on his head into a supportive tank lategame since his damage falls off and he doesn't have the stats to handle (nearly) full-build APCs and ADCs who position properly
For AP Alistar, check Bjergsen. He played it a few times when he came over. People got popped.
As for support, what really hurts is his mana, which is also what hinders his jungling. The punishment he takes from a sloppy engage really hurts his laning. But a good Alistar can carry well. His engages are top notch and his disengage is not only very effective, albeit single target, but also very funny.
Good Alistar players in BR are very rare and that's a bit sad. 99% chance of an Alistar pick being completely useless. 9/10 knockbacks prevent a kill -.-

Had an AP Alistair who was about plat go mid in one of my ranked games. He's actually pretty good because if you can W and then Q halfway through the W animation you deal tons of damage. its pretty much like playing Orianna tbh, except you dont die.
