Just wondering what actually makes not not effective one guy attcks faster but what if other person takes even then heals of minions with ls quints and wins lane off it like before.

The buff to Feast affects you whether or not you're running lifesteal quints or not though, running feast is not any reason to run lifesteal quints along with it.

No buddy just no lol. Feast it not that huge of heals if you get a bad trade in lane your done even if you have that mastery. It did not even give that huge of buff.
They even nerfed dorans blade early on making that mastery worse it gave more with flat heal now its only 3% life steal.
the "only 3%" becomes better as soon as you start dealing more than 100 damage which makes doran's a little bit worse early item but better mid-late game item, given that you still have it
and feast is pretty huge with two doran's blades. You can heal half of your health in like 2 minutes when you just attack the minions consecutively instead of just last hitting. This will of course push the lane but you will regain huge portion of your life from each wave if you are efficient.
