I just played a game with Vladimir, and I could buy WotA. Dunno why you can't. Probably a bug or something. LoL without any bugs wouln't be the same...

It doesn't say that an item is unavailable if your inventory is full; it just won't let you buy it.

That is a strange freaking bug, though.
