Does Xin even need a buff?...
If they actually put that into the NA servers they better lower the damage ratios o-o...
Xin Zhao is annoying enough as it is. Activating his Q will make him gain health almost instantly from Battle Cry. The cooldown of his Q, Three Talon Strike, is already pretty low and if the Xin gets a 40% CDR... Oh my god... Xin Zhaos everywhere and Nashor's Tooth might become a viable item for Xin Zhao MAYBE EVEN CORE?! just to make his heals spammable and heal for quite a bit...
