I've noticed that in the item description given when you hover over any AS item, for example
However the description on http://www.leagueoflegends.com/items indicates that it's a % increase of the characters base AS.
This led to some confusion on my part when making a guide, I thought that flat AS would go on and then % increases would apply. However there is no flat AS; only % increase of base AS.
This isn't so much a discussion point as just a suggestion to update the item descriptions to avoid confusion for other guide-makers. Feel free to close the thread once the relevant person(s) have read it.
