You are correct, the cache TTL is 10 minutes for the homepage discussion box for users that are logged in. Caching for guests functions on a different system, for guests the cache time is 15 minutes.
I just took a peek at the database and we get on average around 1 comment per minute. Since 10 are shown, that means anything you post SHOULD get a full 10 minutes on the homepage, but a few comments might get pushed off before the next cache refresh. I could probably knock a few minutes off that if you guys feel it would help :)
For guests, I will have to do some testing before I make any changes as that is much more sensitive.
