Feral Flare description is wrong : it says 40 stacks and doesn't mention that Champion kills and assists count as stacks.From lolwiki : Wriggle's Lantern automatically transforms into this item upon gaining 30 champions kills, assists and large or epic monsters kills. The counter begins upon purchasing Hunter's Machete.
From LoL : Transforms into Feral Flare at 30 kills, assists and large monster kills. (Champions and monsters killed with Hunter's Machete and Madred's Razors count toward this transformation).
And stats and its Maim passive haven't been updated.
Edit : and also 4.9 numbers tweaks to update (Braum, Kassadin, Kha'zix and Soraka).

? Both are working for me.
If you are copying it from something like MS Word the ' could be a special character and causing it to break maybe? Try replacing it by just typing out '.
