Yes, he is a very viable AP carry.
You need to learn your combos with him though, and make sure you can aim skillshots.
He really isn't HARD, per se, just not noob friendly.

Of of the best casters out there even for competitive ranked.
He has huge damage, Quite nifty AoE part of it, has CC. Low mana costs = viability on lanes.
Cooldown dependant. Only Burster (you cant simply dps with him unfortunatly), requires combos to be realy effective.
Skilled Brand is for sure a gamechanger in many situations.

He's like a fire version of the lich from Dota. He's an awesome caster and is great at the poke. I prefer him over Annie personally.
He can be an ap carry for sure. Most noob Brands spam him circle fire thingy(idk names of skills). Good Brands have this combo of like insta death to squishies. There was one game where this brand was exceptionally good and I could't do anything after he reached 6. He'd stun then I'd die in like 2 seconds.
But I digress, Brand is a viable carry if your good at aiming those kinda skill shots.

What I mean is comparing Brand to other ap carries like Annie,Malz,Vlad. How does Brand compete with those AP carries. And is Brand a hard character to learn?
