Just pick someone with range or ranged abilities.. force him to stay off the creep line so that he can't farm. Of course, since he can just split push all day, he can easily just counter that after laning phase.

Uhh....Why should I buy a tenacity item for him again? His only 2 CC are an insta-fling and a slow that refreshes as your run through it... don't think that CC reduction will do much against him...
