The issue isn't what level he can kill Baron at, but more that you don't find many opportunities to do Baron. I guess at your level, your team can get away with doing Baron or Dragon without the enemy team realize, but in a decently skilled game, people will fight over Baron and Dragon and it's usually dangerous to do either objective unless you know you can beat your enemy in a fight. Generally you only Baron or Dragon after securing a kill without losing any people, or by beating the enemy team in a fight.
Still, you can really do Baron starting around levels 11-13, especially if you have a strong jungle champion or a strong support. A lot of it depends on your team.

But yeah it's a nice advantage to have around those levels, and as Jebus said you can basically do Baron at any summoner level (no runes necessary) it'd take your team of course, but runed up you can prob solo with Nasus depending on how much you farmed, But yeah as Jebus said around 11-13

Was just in a game where we took baron at lvl 12 / 11 its doable and a huge push in the right direction for your team.

Keep the action up in a game pretty early and go grab Baron exactly at the 15 minutes. Completely unexpected. This generally only works in low summoner level matches. Or against people that aren't paying attention (the key to winning :P).
